this issue has been forwarded to DPW to request their assistance. The actual tire marks in the photo are likely related to the recent site visit by ACT for purposes of placing a boat in the water for potential water chestnut treatment.

This is very possible. However with the tracks so visible it will make people think they can drive into the site again. A single rock would close this. See
