It looks as if there was an earthquake, someone pour cements or concrete over to hide something. The ground seem very unstable. It look like the damages was cause by the building construction. If there is residents living here , it should be a great concern for the city's official to out and visual inspect this site. I'm not surprise if the found that there are more damages than just the ground, the nearby building might fall over ! IT HAPPENED ON K AND 5TH ST LAST YEAR!
